Robert A. Pullman and Russell J. Miller have a combined experience of over thirty-two years of representing foster parents and relative caretakers in juvenile dependency proceedings. They have been personally involved in hundreds of trials in juvenile court and have prepared and filed numerous writs and appeals with the California Court of Appeal regarding various dependency issues. Mr. Pullman has been recognized by the California Court of Appeal, Fourth District, as an expert in Juvenile Dependency Law.

It has become clear to us that the most under-represented group of individuals in court are foster parents and relative caretakers. Parents who cannot afford to retain an attorney are appointed one. Children who are removed from their parents' homes may be appointed attorneys. The social worker has an attorney. Foster parents and relative caretakers are left to rely on the social worker and the attorneys for other parties, whose legal interests may not, and usually are not, the same. Since the court will not appoint an attorney to represent a foster parent or relative, the only real recourse is to retain one.
